The NFL referees union says the league is "engaged in a misinformation campaign" following unsuccessful negotiations earlier in the weekend.

The two sides failed to reach an agreement Saturday when they met for the third day in a row, and the league said it's proceeding with replacement officials.

The NFL locked out the referees in early June, and hired replacements, whose work in exhibition games has been heavily criticized.

On Sunday, it sent teams a memo saying it upped its offer to the union and thought it was close to a deal, but the union says "there was no agreement ... to do anything other than to meet on Saturday. Any claim that numbers were agreed to before Saturday is absolutely false."

The NFL's memo says it offered more money in order to reach a deal before the regular season started, and thought the union was planning to reach one on Saturday.

In a memo obtained by The Associated Press, the NFL said that on Saturday "the officials immediately did an about-face and made clear that they had no intention of settling within the agreed-upon parameters."

The union says that "after locking out the NFL Officials on June 3 and refusing to negotiate with the NFLRA, the NFL is now engaged in a misinformation campaign."

The statement goes on to say "there was no agreement on Thursday or Friday to do anything other than to meet on Saturday. Any claim that any numbers were agreed to before Saturday is absolutely false."

The NFL has seen and heard the problems the replacements have had this summer, something that tests the integrity of the sport. The speed of the game and the amount of time starters are on the field increase exponentially for real games, making the replacements' task more challenging.

In 2001, the NFL used replacements for the first week of the regular season before a contract was finalized.

Thousands return home after Philippines quake, tsunami warning lifted

GUIUAN, Philippines (Reuters) - Tens of thousands of people on a central Philippine island returned home on Saturday after a tsunami alert was lifted following a 7.6 magnitude undersea quake, as local authorities began work to repair damages to public infrastructure.

The earthquake 91 miles off the town of Guiuan on Samar island on Friday killed one person and caused only minor damage, but prompted the U.S. Pacific Tsunami Warning Center to issued a tsunami warning.

Philippine authorities ordered thousands of people living in coastal villages to evacuate, but on Saturday those that had fled to higher grounds were returning home, said Conrado Nicart, governor of Eastern Samar province.

"We've sent out our engineers and repair teams to inspect roads, bridges and public buildings," Nicart told radio, adding the earthquake caused minor infrastructure damage.

"Our people were reporting cracks on roads and municipal gymnasiums, and approaches on a bridge near Mercedes town were also damaged but remained passable to light vehicles."

The tsunami warning was initially issued for the Philippines, Japan, Indonesia, Taiwan, Papua New Guinea and other islands in the Pacific including the U.S. state of Hawaii.

Small waves of about 16 cm (6 inches) did hit a southern Philippine island, the seismology agency said.

"It was really scary, that was the strongest earthquake I felt in my life," Alice Caba-caba, a 50-year-old mother of four, told Reuters from her small canteen in Guiuan town, saying she was watching television when jolted by the tremor.

"Everything was shaking and falling down. Our television was broken. After the shaking, I gathered my children and we fled to a safer place because our house is near the beach. Everybody was praying, children were crying and all are panicking."

Eastern Samar, a typhoon-prone coconut-growing area facing the Pacific, is one of the poorest provinces in the Philippines. Nearly 90 percent of the sparsely populated towns are along the coast and most of the structures are low-rise buildings.

The region has been hit by two huge quakes in the past decade. At least 230,000 people in 13 Indian Ocean countries were killed in a quake and tsunami off Indonesia in 2004.

Last year, an earthquake and tsunami off Japan's northeastern coast killed about 20,000 people and triggered the world's worst nuclear crisis in 25 years after waves battered a nuclear power station.

Studies on health impacts of drilling seek funds

PITTSBURGH (AP) ? A much-publicized plan by two Pennsylvania health companies to study possible impacts from gas drilling is only in the preliminary stages as the groups continue to look for major funding. Meanwhile, a group that has been examining similar questions is starting to focus on air quality, as precise numbers of people who've had health complaints linked to drilling remain elusive.

Geisinger Health Systems of Danville and Guthrie Health of Sayre are in the planning stages of examining how people might be affected by gas drilling activity. Geisinger spokeswoman Marcy Marshall said the company has received $100,000 from a local charitable organization and is seeking other grants. The initial funding will pay for the planning stage and some pilot studies, she said.

Guthrie spokeswoman Maggie Barnes said the company hasn't received any funding or started research. Guthrie will seek future grants and do research in collaboration with Geisinger.

Both health systems serve many patients who live in areas that have seen a recent boom in Marcellus Shale gas drilling. The gas-rich formation thousands of feet underground has generated jobs and billions of dollars in revenue for companies and individual leaseholders. Many federal and state regulators say hydraulic fracturing is safe when done properly, and that thousands of wells have been drilled with few complaints of pollution. But environmental groups and some doctors assert regulations still aren't tough enough and that the practice can pollute groundwater and air.

Raina Rippel of the Southwest Pennsylvania Environmental Health Project said their next big push will be on air quality. "We have plans in the works to look at personal monitors people could wear" to detect harmful levels of natural gas, she said. Rippel said there've been "dozens" of complaints in the community they serve, about 50 miles south of Pittsburgh, and some patterns are emerging. But the nonprofit group hasn't conclusively linked the complaints to nearby drilling.

Until a few months ago, Pennsylvania public health officials had expected to get a share of the revenue being generated by the state's new Marcellus Shale law, which is projected to provide about $180 million to state and local governments in the first year.

But representatives from Republican Gov. Tom Corbett's office and the state Senate cut the health appropriation to zero during final negotiations, so now the state Department of Health is left with a new workload but no funding to examine whether gas drilling impacts health. A Congressional committee in June also turned down an Obama administration request to fund $4.25 million in research on how drilling may affect water quality.

Bernard Goldstein, professor emeritus at the University of Pittsburgh School of Public Health, was at an academic conference in Canada on shale gas drilling this week.

"All I've heard here confirms the relative lack of available U.S. funding for the needed health research," Goldstein wrote in an email.
